To get things eased up and straight to point i did: re-installed different drivers, fully delete steam and everything from rockstar, update drivers, scan drivers for updates, scan drivers for health, de-activated antiviruses, format the drivers, cleared cache in steam, etc. If i delete that dlc.rpf file it will give me another one in different location over and over. You also have achievements as of 2 days ago so what prompted this uninstall/reinstall? And r* launcher, socialclub setup, vcredists, and directx all should 'attempt'/already be installed depending - and they could possibly be the source of the problem too (though I doubt- if steam is pop'n it). But, since you posted in the gtav area - gtav goes to downloading, then to folder. And depending what is actually having issues installing - drive/temp space could be full/issues with extraction, so on.
